Arrest Leads To Felony OWI Charge; Otwell Man Dies In Daviess County Accident

JASPER (NNDC) – A Jasper man is now facing a felony OWI count after his arrest Satuday night.

According to a news release from the Dubois County Sheriff’ Department, a deputy spotted a car “swerving” at a slow rate of speed (15 mph) along Division Street west of St. Charles Street at about 10:40pm Saturday.

The deputy says he saw the driver, 47-year old Fermin Serrano of Jasper, go completely left of center on Division before he then swerve back across the road before parking in a resident’s front yard.

That’s when the deputy made contact with Serrano. Later, a blood sample of Serrano’s tested at Memorial Hospital showed his blood alcohol content at .26%.

He’s been charged with a Level 6 felony count of operating a motor vehicle while intoxicated. The charge is a felony because Serrano was convicted last year for the same offense. In Indiana, an OWI charge becomes a felony if you are arrested more than once for the charge in a five-year period.


GLENDALE (WAMW-FM/WASHINGTON) – A Pike County was killed Friday night in a single-vehicle accident in southern Daviess County.

79-year-old James L. Wiscaver of Otwell died in the accident that happened at about 8:30p Halloween night.

The Daviess County Sherrif’s Department says Wiscaver was northbound and ran off the east side of the road traveling 283 feet before coming back onto the road.

The 1996 Ford pickup went another 83 feet crossing over and off of the west side of the road and down an embankment. The truck’s front end hit the ground and rolled into a tree line along the ditch.

Authorities say the air bag deployed but it appeared that Wiscaver was not wearing a seatbelt. He was pronouncded dead at the scene.
